Remarks by H.E. Ambassador Zhang Qingyang at the Reception Celebrating the 7th Anniversary of the Establishment of Diplomatic Ties between Malawi and China

Ladies and Gentlemen,

 

Good evening! Today we are gathered here to celebrate the 7th Anniversary of the establishment of diplomatic ties between the People's Republic of China and the Republic of Malawi.

 

It is nice to have you all here at today's reception since each one of you has witnessed the establishment of diplomatic ties and have made contributions to our friendly cooperation. I would like to take this opportunity to express my sincere gratitude and highest respect to our guests here and to those who could not join us today! Through the efforts of the two governments and people, I believe our bilateral relations will achieve greater development.

 

Since the establishment of diplomatic ties between China and Malawi, the bilateral relations have been on a fast track of development, a true reflection of "Sincerity,Real Results,Affinity,Good Faith", the four pillars of China's foreign policy toward Africa proposed by Preident Xi Jinping. 

 

In strengthening China-Malawi friendship, we stress the importance of "Sincerity". The Malawi Government adheres to one-China policy and supports China's reunification. China firmly supports Malawi Government and people in exploring development path that suits its own national conditions. And we are more than willing to exchange experience of governance with Malawi. On issues involving the core interests of either side, China and Malawi keep mutual understanding. In regional and international affairs, we have intensified cooperation. China and Malawi support each other on such issues as Security Council reform and Climate Change, safeguarding the common interests of developing countries.  

 

In strengthening China-Malawi friendship, we stress the importance of "Real Results". Four of the five big projects, which China pledged to undertake when establishing diplomatic ties with Malawi, have been put into use. The National Stadium will be completed next year. Trade volume between China and Malawi rose from 43 million US dollars in 2007 to 250 million US dollars last year. Moreover, China has further opened its market to Malawi by offering zero-tariff treatment to 97 percent of Malawian goods and imported tobacco and other agriculture products for the past years. Our cooperation in various sectors of agriculture, health, culture and education, tourism has yielded fruitful results and has established a series of cooperation mechanism. 

 

In strengthening China-Malawi friendship, we stress the importance of "Affinity". China Government has sent several groups of medical experts, military experts, agriculture experts and youth volunteers to Malawi, to conduct training and provide technical support. Every year more than 30 students won the Chinese Government scholarship and hundreds of Malawian people received short-term training in China. These people will be better equipped with knowledge and skills to contribution to the Malawi's national development. We have also conducted some projects closely related to people's welfare such as Borehole Project, Solar Lights Project, Safe Motherhood Waiting Home Project, Dowa Youth Center, AIDS Patients Resilience Project, and Cataract Patients Treatment Project. With the growth of the mutual trust, such friendly cooperation will bring more benefit to the people and our friendship.

 

In strengthening China-Malawi friendship, we stress the importance of "Good Faith". China and Malawi face squarely and sincerely the new developments and new problems confronting our relations, and properly handle any problem that may arise in a spirit of mutual respect and win-win cooperation. With the development of the bilateral relations, more and more Chinese companies and people came to Malawi to invest and helped to promote bilateral trade and people-to-people exchanges. The Embassy always asks Chinese citizens to abide by Malawi laws and get along well with the local people. We hope Malawi side will take practical measures to protect the safety and legal rights of the Chinese community. In case of any specific problem, I believe that the two sides will always consider the overall friendly relations first, promote exchanges and strengthen consultation, to maintain and develop our relations nurtured by the two sides.

 

Ladies and Gentlemen, 

 

The words"Sincerity,Real Results,Affinity,Good Faith",is also the true reflection of China-Africa relations. China is the biggest developing country in the world, and Africa is the continent with the largest number of developing countries. We have always been a community of shared destinies. Chinese Dream and African Dream echo each other. China is committed to working with others to establish a new type of international relations based on win-win cooperation and pursues a balanced approach to upholding principles and pursuing interests. China's diplomatic policy in Africa is guided by the principle of "Sincerity,Real Results,Affinity,Good Faith". More and more African countries are also actively exploring the chances to cooperate with emerging markets, change the concepts and share opportunities of development. 

 

Thanks to President Xi Jinping's visit to Africa last year and Premier Li Keqiang's visit this year, we have established an all-round multi-level new type strategic partnership between China and Africa. During Premier Li Keqiang's visit, he proposed the 461 framework of China-Africa cooperation. Four refers to four principles, namely treating each other equally, enhancing solidarity and mutual trust, jointly pursuit of inclusive development, innovation on practical cooperating. Six refers to six areas to promote new projects including industrial cooperation projects, financial cooperation projects, poverty reduction projects, ecological and environmental protection projects, cultural and people-to-people exchanges and enhancing peace and security. One refers to a new level of China-Africa cooperation.    

 

Ladies and gentlemen, 

 

The guideline and framework depict the grand blueprint for China-Africa relations in the new historical period. The Chinese government will attach greater importance to its cooperation with African countries. Next year, we will hold the Sixth Ministerial Conference of the Forum on China-Africa Cooperation to discuss the way forward for the next three years. Since the establishment of the Forum on China-Africa Cooperation 14 years ago, we have made a lot of progress in China-Africa cooperation. With the FOCAC framework, our bilateral cooperation explored a new development path that conforms to historical trend and suits our own national conditions. It set an example for South-South cooperation, advantage complement, equal and pragmatic cooperation.

 

Against this background, the China-Malawi relations are faced with an important development opportunity. The Chinese Government are willing to work with the Malawian side to achieve bright prospect based on the win-win cooperation, deepen pragmatic cooperation in the field of agriculture, education,information, tourism and others, so as to bring more benefit to the peoples of our two countries. I am convinced that through the joint efforts of both sides, the future of our bilateral relations will be better.
