Speech by H.E. Ambassador Shi-Ting Wang at the Welcome Ceremony for Delegation of the Malawi Police Service

Friends from media, Ladies and Gentlemen,Good evening!

It is my great honour and privilege this evening to welcome back the delegation of Malawi Police Service, who just successfully completed theirbilateral training in China and came back to Malawi this afternoon.  "Welcome you back home!"

The training course on Police Law Enforcement and Administration was tailor-made for Malawi delegation, starting from 31st May to 29th June at Zhejiang Police College in China. From the video which was just played tonight, we can find out what a fruitful and joyful training they haveexperienced in China. I was also informed by Zhejiang Police College that all the 20 Malawi participating officers were quick-learning, disciplined and well-performing during the whole process. So I am confident thatthe professional skills and enriched experience willbe beneficial toeach participant him or herself,to Malawi Police Service and to the Republic of Malawi as a whole.

 Malawi Police Service has been playing a fundamental role in safeguarding community safety and social security. In the wake of economic downturn in recent years, the security situation has been deteriorating throughout Africa, and the crime rate, esp. armed robbery and burglary in Malawi also increased evidently. However, under the leadership of our Guest of Honor, Mr. Lexton Kachama, Malawi Police Service launched various campaigns and took decisive actions to crack down upon the whatever activities against the law. Now everybody hails that peace is restored and security is regained, and they give all the credits to the leadership and every member of the Malawi Police Service.

Not only have the local Malawians benefited from the great efforts of Malawi Police Service, but also the Chinese business communities. Since the establishment of diplomatic ties between our two countries in 2007, increasing number of Chinese business people come to invest in Malawi. But since several years ago the Chinese business people have fallen prey to some organized gangsters, and public security has become a top concern among the Chinese population. Thanks to Malawi Police Service's courageous and effective blows to the devils, now the Chinese business community resume their normal business operations and living order. Hence, I would like to take this opportunity to express my sincere appreciation to you,our Guest of Honour, and the Malawi Police Service for the great contribution you have delivered to the Chinese community.

As one of the least developed countries, Malawi is now in urgent need of foreign investment to invigorate her industrialization, eradicate poverty. And as you are all aware, that could only be realized under the premise of ensured and stable public security. Last Tuesday, H.E. President Arthur Peter Mutharika inaugurated the Malawi-China Investment Forum with the participation of nearly 100 private companies from China. Do you know which question they asked most? The most popular question is "How is Malawi's public security situation?" I told them Malawi has a visionary IG, Mr. Kachama, adamant and intelligent Malawi Police Service, so it has the best public security situation throughout this region and it is an ideal location for investment.

With the purpose of maintaining Malawi as a safe haven amidst the international turmoil and the destination of foreign investment, the government of the People's Republic of China is committed to the sustainable partnership between Malawi and China to contribute to the development of Malawi Police Service through capacity building, like providing undergraduate and postgraduate scholarships, short-term training programs. The teachers from Chinese Confucius Institutehave also made available Chinese language courses for Malawi police officers so that they could have better communication withthe Chinese people in Malawi. 

Furthermore, my Embassy exchanged note with Malawi Government in mid-May this year, pledging to provide 4 million USD grant to supply 100 vehicles, including pick-ups, sedans, SUVs and buses,to greatly improve the mobility and efficiency of the Malawi Police Service. I predict by the end of year you could drive around the country in entirely new automobiles.

IG, Mr. Kachama, Deputy IG, ladies and gentleman, crimes, especially severe illegal acts, have not gone extinct in Malawi, many cases, those against Chinese business people in particular, have not been cracked yet. We are still facing the challenges and threats of the would-be coming-back desperate criminals. At this moment, our Guest of Honor, IG, Deputy IG and your colleagues, Malawi people need your excellent service, and the Chinese investors expect your great performance, and the Malawi-China partnership also needs your preservations.

To conclude my remarks, to thedelegation members, I hope you could make full use of the knowledge you acquired in China to improve the performance of the Malawi Police Service, to MPS, I hope we could continue to work, hand in hand, to safeguard the living and business environment for both local citizens and expatriates, to the Malawi government and Malawi people, I would like to say that China and Malawi are good friends indeed, we should continue to make concerted efforts to foster the increasingly closer bilateral partnership and bring more and more benefits to our two peoples.
