Notice on Airline Boarding Requirements for Certificates of Negative Nucleic Acid and Anti-Body Test Results

2020-11-06

In order to reduce cross-border transmission of Covid-19, starting from 7th November, 2020, all Chinese and foreign passengers who are to fly from Malawi to China will be required to take nucleic acid and IgM anti-body tests and then apply for a green health code with “HS” mark or a green health declaration code with the “HDC” mark before boarding the flight. The specific requirements are as follows:

    I. Test Requirements

Considering that there is no direct flight between China and Malawi, passengers going to China via connecting flights must take nucleic acid and IgM anti-body tests in Malawi within 48 hours before boarding their flights to the transit country and then take both tests again in the transit country within 48 hours before boarding their flights to China. Passengers must apply at the Chinese Embassies/Consulates in BOTH counties for green health codes with the “HS” mark or a green health declaration code with the “HDC” mark with certificates of negative results of both tests and itinerary of air travel.

II. Chinese Passengers Applying for Green Health Code with the “HS” Mark

Chinese passengers must upload to the WeChat Health Code app photocopies of their negative nucleic acid and IgM anti-body tests results, which will be examined and verified by the Chinese Embassy in Malawi and then the Chinese Embassies/Consulates in the transit country. Then they will get the green health code with the “HS”mark. Passengers must present the green code within its validity period to the airlines from Malawi and also the airlines flying directly to China before boarding. For more details, please check https://hr.cs.mfa.gov.cn/help_two/help-two/hs.html.

III. Foreign Passengers Applying for a Green Health Declaration Code with the “HDC” Mark

Foreign passengers must get their negative nucleic acid and IgM anti-body tests results, together with required documents including passport and travel itinerary, to “International Edition of Health Code for Epidemic Prevention” (https://hrhk.cs.mfa.gov.cn/H5/), and apply through the Chinese Embassy in Malawi and then the Chinese Embassies/Consulates in the transit country. The Chinese Embassies/Consulates will examine and verify the above documents, and then issue the Green Health Declaration Code with the “HDC” Mark to passengers. Passengers must present the Green Health Declaration Code with the “HDC” Mark within its validity period to the airlines from Malawi and also the airlines flying directly to China before boarding.

IV. Having consulted with Ministry of Health of Malawi and test institutions, at current stage, the Chinese Embassy only recognize nucleic acid test reports issued by the following 3 institutions. IgM anti-body tests must be taken at a legitimate and qualified medical institution regulated by Ministry of Health of Malawi.

a. National Public Health Reference Laboratory (NPHRL) in Lilongwe

b. Queen Elizabeth Central Hospital in Blantyre

c. Mzuzu Central Hospital in Mzuzu

    V. Reminder

Please read the requirements carefully and follow them accordingly. Failure to obtain the green health codes with the “HS” mark or the Green Health Declaration Code with the “HDC” Mark with both negative nucleic acid and IgM anti-body test results means you are not qualified for boarding the flight to China and will have to change your itinerary.

If you go to China via connecting flights, please check the transit country’s entry regulations and its nucleic acid and IgM anti-body tests requirements beforehand. Failure to enter the transit country or meet the requirements regarding the tests, the green health code with the “HS” mark or the green health declaration code with the “HDC” mark, could result in being stranded and heightened infection risks.
